D is correct, the issue is related to the Azure subscription and payment. Answer B does not make sense. Fortigate supports (BYOL) licensing mode. https://docs.fortinet.com/document/fortigate-public-cloud/6.2.0/azure-administration-guide/752225/order-types

Yes agree. D is correct. A is incorrect, Subscriptions is higher tier management level of resource group. https://docs.microsoft.com/en-us/azure/cloud-adoption-framework/ready/azure-setup-guide/organize-resources
