CD seems correct, especially C - If auto-update is disabled and changes are done on both FGT and FMG then the device level DB will be different from revision DB on FGT. https://docs.fortinet.com/document/fortimanager/7.2.0/administration-guide/229356/auto-update-and-auto-retrieve

C is only correct, if you ignore the last part "auto update is disbaled" Unless you view it as "there have been changes at both side, so to prevent issues, FMG disabled auto update until the next push happenes"
