B & D. Top to bottom processing is obvious, the learning phase of the application control is also explained in the study guide. Learning phase is necessary because when looking at only the IP & port information of the first packet, the application cannot often not be determined. FGT has to look into the payload and potentially also into payloads of further packets until the application can be recognized.

B&D. The policies are processed top down (like firewall policies). Because of this, A is incorrect.
