During conserve mode, system configuration cannot be changed, FG skips quarantine actions (including FortiSandbox analysis) and the fail-open setting under “config ips global” controls how the IPS engine behaves (enable: packets pass through without any IPS-engine inspection / disable: packets are dropped).
