I thing A and C, because in SD-WAN 6.4 under the example is written: FortiOS allocates 5Mbps each user (meaning IP) and five concurrent sessions at a time, so it is per user (IP) not per network?

A is correct, C is not. B would be the best option here as combined, the total number of concurrent connections across all IP's can exceed 5. The limit is 5 PER IP.
