When you set Force cache all content, Cloud CDN ignores restrictive cache headers (such as Cache-Control: private) from the origin server. This ensures that the content is cached and served by Cloud CDN, resolving the header restriction issue. Opting C can fix the issue, but it will expose the content to public.

I go for C, 403 means forbidden, need authorization. Why can't I select the option C? By the way negative caching is used for other error codes: https://cloud.google.com/cdn/docs/using-negative-caching
