Selected Answer: D
A configuration group allows you to CONFIGURE the settings in a given service. Access groups are used to allow access to specific services (like Sites). As this question is asking how to enable a service, D is the correct answer.

Shouldn't it be "B" as C will not be least disruptive.

Selected Answer: B
https://support.google.com/a/answer/33329 suggests a "configuration group" will achieve the required outcome. A large organization would not do well to move people to a special OU if the people are from different departments. The question is clearly written to make an OU answer inappropriate.
