A is correct. Because the question mentioned, "now you are planning to manage groups directly from Google". So it clearly said we have to focus on the only G admin console.

You can use the bulk upload with CSV feature in the G Suite Admin panel to update membership of groups, one by one. Here we need to update groups settings. It can only be done with Groups Settings API, with an App Script or using GAM for instance.

missed to say because important point in question they asked is they want to do it within google itself so GCDS is not an option.
