It is C for sure, the question says "as identified by Google", so the only option to understand if google has identified any spike in spam is alert center (analysing logs you make your own assumptions on what is a spike, it is not identifed by google)

C is correct, this link [https://support.google.com/a/answer/9104586?hl=en] shows that "Spike in user reported spam" is an Alert option available via the Alert Centre

C is correct. We are assuming that we aren't building a report through big query and these are generated alerts from Alert Center as stated by the question.
