B - it is not possible to change interconnect link type.
C - more problematic and probably more expensive
D - Google does not offer a service level agreement (SLA) with Carrier Peering

Says "Upgrade keeping same network requirements". Remember infrastructure costs need to be kept low. A new dedicated connection will involve purchasing new installation equipment. Upgrading to a higher bandwidth is more cost-friendly. I go with B.
