C is correct. Marked answer A is wrong. A is platform that provides the service. C is one who decides what permissions are needed.

Easy, Who is responsible for defining data access policies?, the key is the first word they use for question, We use the question word "who" when we ask questions about a person.

The only right answer here is C, those who think is Cloud Identity are wrong, remember that if having CI is optional so either way the one who is responsible for defining data access policies is always the Orgs IT team.

The question is "Who" not how or what. so answer A is wrong, (and definitely not B). So either C and D. "End users" seems low level end users (not management). so C should be correct

The term is using in the question Google Cloud Data.........we have to perform the task using Cloud Identity option A....................if the term Google Cloud Data is not mentioned in the questions then we can go for the option C.
