I think is B and C because a Business Starter only have "viewer" option to a Share Drive

This is 100% correct. Starter users cannot use Shared Drive. Only as viewers

However, if a file in a shared drive is shared with them directly, then they may also be allowed to comment or edit the file.

B Starter users only have Viewer privileges tho https://support.google.com/a/answer/7337469?hl=en#:~:text=These%20users%20can%20be%20added%20as%20members%20of%20shared%20drives%2C%20but%20only%20with%20Viewer%20privileges.%20However%2C%20if%20a%20file%20in%20a%20shared%20drive%20is%20shared%20with%20them%20directly%2C%20then%20they%20may%20also%20be%20allowed%20to%20comment%20or%20edit%20the%20file.%20They%20can%E2%80%99t%20upload%20files%20to%20shared%20drives%2C%20even%20if%20they%E2%80%99re%20members.
