I choose C. Adding users to a group and assigning the role to a group is a good practice as IAM is concerned. The project ID is the more user-friendly identifier and the one which most Cloud APIs and user interfaces use when interfacing with you, the customer. The project number is an internal implementation detail and is the key that most Google Cloud services use for storing data in their databases; most API calls implicitly translate the ID to the number when performing queries for project details.
