I guess the answer should be C: Workload profile. By selecting the required workload profile, it will tune the server to perform according to whatever workload profile is selected. There are profiles - Virtualization—Power Efficient & Virtualization—Max Performance which can be used according to requirements based on workload which is going to be used.

I think B is the better answer. "Workload Performance Advisor adds real-time tuning recommendations driven by server resource usage analytics and builds upon existing tuning features such as Workload Matching and Jitter Smoothing."

I still think that answer C is correct. Advisor is only providing some recomendations but will never tune your performance on its own. Workload profile will do its job perfectly as it is mostly used for power and performance optimization.

They selected HPE servers ................ They used a system monitoring, they didn't need a tuning tool. answer is Workload Performance Advisor
