It's A and C. The token only check the health and send to clearpass the posture status

A and C is the right answer. Tokens are information about the endpoint for their health and compliance. Thier access is controlled by enforcement rules using the Tokens. Tokens themselves do not do that.

Agreed. This is not covered in the ACCA book. Everyone should flag this question when they take the exam.
