if the device can´t boot "An AR2200 router in the company network cannot boot" how it can log on ftp server? I believe that alternative correct is A.

In the procedure, that documentation explain that you have to connect to the router via console. After that, you can reboot on FTP mode.... In my opinion, the right answer should be A.
