Budget analysis is a good control for expenditure, management has to ensure that the expenses is not above the budget, the other controls suggested will not control the expenditure in any way

A and C are most, not improvement, D is wrong B , when management check the value of consumables and compare it to the budget that will show the care of management and improve in control from top to down
