A - the issue at branches are around unexpected failures (unforeseen events). A contingency plan (option B) is implemented for business continuity in case of an emergency and/or unforeseen events. Preventative maintenance (answer D) performed does not guarantee that failure will not take place

I also think it should be D instead of A. Can someone explain why A is the correct answer here?

I got the answer. D is about preventing system failures, whereas processing delays can be prevented by planning
