Why A is the only right answer and B is not? Conclusions should be reached for all objectives set for a given audit engagement.

An opinion is not a simple conclusion about an engagement objective. An opinion is a judgment that may consider more than one objective or even multiple engagements. It's about stating facts in a relevant way, so that stakeholders have answers to their expectations, without it being perceived as a slander. An opinion must be sufficiently objective and reliable in view of the reputational risk, both for the auditor and the audited entity. Thus, it's critical that they are adequately supported.
