I see where B is coming from. I think in ISACA guide, clarity comes first? It makes sense to first ensure clarity by documenting the requirements for each business function before establishing a formal governing structure like an IT steering committee

It should be C - Creating a standard enterprise architecture will provide a framework and guidelines for how the different business functions will integrate and operate within the new IT system. This will help to ensure that the various functions can work together seamlessly and efficiently, without creating conflicts or redundancies in the system
