Its C. even if you manage to change the business culture you may not keep everyone. They might even be the people causing it.

It should be C - Developing a resourcing strategy that quickly replaces staff is critical to ensure continuity of the critical line of business in case of a mass resignation. The IT governance should ensure that the contracted company has a sufficient pool of resources to replace staff and maintain the service levels. The IT governance should review the contract and service-level agreements with the contracted company to ensure that they have appropriate provisions for staff augmentation or replacement

Even if you have the best sourcing strategy in the worlds, if the culture is bad people will leave the company as soon as they join, my Answer will be D.
