B and D actually are not the same. I did think this at first, took a few reads to understand. You conduct security awareness training to minimize the likelihood or reduce the risk. Here you are conducting a social engineering exercise to identify who needs additional training to help assist in preventing that likelihood of occurrence from happening. Therefore I believe B is the correct answer here.
B and D are virtually exactly the same thing. Ultimately minimising the risk is more important than training people if we have to be that picky (which we clearly do)
