D. new system is being designed.
Penetration testing is most appropriate when a new system is being designed. Conducting penetration testing during the design phase allows for identifying and addressing security vulnerabilities early in the development process, which can ultimately lead to a more secure system when it goes live. Options A, B, and C may also be suitable scenarios for penetration testing, but testing during the design phase helps prevent security issues from being introduced into the system from the outset.
D. new system is being designed......you want to ensure security is implemented at all stages of the development life cycle. So the earlier you can begin testing the better. Starting from the design stage.
