Selected Answer: C
When an assessment indicates that a control is not functioning as intended, the first step for a risk practitioner is to communicate and discuss the situation with the control owner. This step is essential because the control owner is directly responsible for the operation, effectiveness, and monitoring of the control. Discussing the issue first allows the risk practitioner to: Obtain critical insights and context directly from the individual responsible. Clarify if the control owner is aware of the control deficiency. Collaborate on immediate next steps, including determining the root cause.

I think the answer here should be C, the risk owner needs to be first aware of the control problem as he/she is the accountable individual.
