This is a somewhat confusing question, a risk register also includes the general status of the risk action plan for each risk scenario and its response (whether or not it is mitigated), however the percentage of risk scenarios mitigated only measures an absolute status.

C is correct. I think that it's' even in the QAE. It is definitely not B. How can a risk register be helpful when measuring progress?.
