Looks like B to me; years of service doesn't mean that they are capable. For all you know they just read the newspaper

B could be the answer. But here is my challenge. The question only says that they are ceasing international operations. However, services are not stopped. IT is a service, not a business. Therefore, A seems to be the better option isn't it?
