It should be C - Assessing potential environmentally responsible IT initiatives would allow the CIO to understand the current state of IT's environmental impact and identify opportunities to reduce that impact. A is the better answer only because staff need to know what environmental objectives are before it is part of their objectives. As the question says, "which is the FIRST step...", A makes better sense. I ended up choosing C though as I felt that would be the first step.
