I think C seems to be the right answer as if you don’t have resources available to support then no standardized process will help. Those processes will be just paper documents

A is not relevant based on information in chapter 5 where reference is made to various types of outsourcing and the point being that the differences in region do not cause major impact to the business as far as a capable service provider is identified. I felt D would be more relevant, but meh.
