Outsourcing the operation (Option A) makes sense to me because (1) the procedures are not documented and outsourcing such an operation helps; and (2) when you outsource, you contract for additional hands without having a concern regarding turnover of IT staff.

It’s not advisable to outsource all IT operations, especially the core ones. And, if there are issues/gaps in documentation of procedures those need to be sorted out internally first.

We're not trying to reduce turnover of staff, but reducing the IMPACT of it. Answer is D
