As the business unit grows and its demands change, the IT organization must be able to adapt and provide the necessary services to support the business. A service-oriented IT organization model can help achieve this by aligning IT services with business needs and ensuring that the IT organization is able to respond quickly to changing requirements. The other options listed are also important considerations, but they are secondary to ensuring that the IT organization can sustain business requirements.

IT supports the organization through a risk management approach; ensuring that strategic objectives will not be jeopardized by IT failures (or the impact/ loss) felt by the organization as a result of IT disruptions that support critical business functions can be mitigated, or even the the likelihood of these unpleasantries being realized being reduced.

Why not A. Yes, risk management is all very well but if you cannot sustain business requirements, you serve no purpose.
