As indicated in the CRISC (Risk scenario development tools and techniques) section of the manual, the construction of a risk scenario is based on multiple inputs and these may or may not come from the business, but the main contribution of the interested parties is one in which they are able to accurately determine the impact to the business. I have also found this same answer in other dumps.

A is the correct answer. Risk scenario development need threats, and that in this case can come from stakeholder knowledge of emerging business threats. Who the hell considers impact or even chose that answer?.
