"An asset cannot be effectively protected or managed if it is not identified. Likewise, it makes it more difficult to protect an asset if its location is unknown or no owner is assigned." CISA Review Manual Figure 4.2 — Hardware Reviews The "process ownership", "asset value" and "asset review" is not included as a GREATEST concern. The answer must be asset physical location.

Asset value is determined by the owner. If there is no owner then who will determine the value.
