The only thing that even fits here is D. You integrate incident response with Business Continuity because keeping the business operational during the response is a critical component of the incident response primary objective of minimizing impact to the business.

I like D here. Think about it...how often does an incident turn into freakin' DISASTER? Hopefully VERY rarely otherwise your doing something wrong. So I can only think of it as possibly being a cost savings measure. Integration of the plan will reduce resource costs to the organization. You decide.
