In cloud computing, the responsibility and accountability for compliance primarily lie with the cloud service customer. While the cloud service provider (CSP) is responsible for ensuring that their infrastructure and services comply with relevant standards and regulations, the ultimate responsibility for ensuring that applications, data, and operations within the cloud environment comply with legal and regulatory requirements rests with the cloud customer. This is because the customer understands their specific compliance obligations and how their data and applications are configured and used within the cloud.
