Should be A - The PRIMARY reason for defining risk ownership is to ensure that someone is ultimately responsible for managing a particular risk. Accountability for the entire risk management process typically rests with senior management.

The risk owner is identified during Risk Response state to ensure the response decision is properly evaluated, owned and executed. So is it not related to responsibility of risk mitigation.
