I guess the question implies that the control is already chosen and it is looking at for that chosen control which of the following is MOST important A. Measurement unit B. Target threshold C. Industry standard threshold value D. Data source and reporting frequency If you look at the question this way, D seems appropriate choice. Isn't that the case?
