Actually, the correct answer is A. ALL "in-profile" queues are serviced before any "out-of-service" queues are processed.

The answer should be C, not D. High is serviced before Medium-high. "The Junos OS supports multiple levels of transmission priority, which in order of increasing priority are low, medium-low, medium-high, and high, and strict-high. This allows the software to service higher-priority queues before lower-priority queues."
