Excess burst sets priority to high and the action for high is to discard, so B is correct

actually, PLP is set to high, it does not guaranty that the packets would definitely be discarded. Hence the safest answer is C, anything beyond CIR is rate limited.

In TCM excess burst size is marked red, and gets an implicit PLP of high. Action is discard high. B is correct

The action configured is to discard the high queue, it is optional but dicard has been configured, so I still think B
