I think B, RX packet -> input policer on physical interface -> input filter on physical interface -> input policer on lo0 if -> input filter on lo0 ig -> RE https://nlnog.net/static/live/nlnog_live_sep_2020_melchior.pdf

I think the answer should be C, input firewall filter. https://www.juniper.net/documentation/partners/ibm/junos11.4-oemlitedocs/config-guide-firewall-policer.pdf on page 333, it shows an order in graphical form which shows that once packet enters then 1. input policer processed 2. input FW filters processed 3. output FW filters processed 4. output policer processed.
