apps that's been turned off still can be shared with direct link so access to table must be removed.

No, IT does not look good. Based on the link you provided both should be turn off the app. If the user does not have Access to the table the app contains he just will not see the table data within the app and will gry na error when trying to Access Direct links to that table within the app.
