1. NO - segment is only for contacts 2. YES - you can select contacts for a static segment manually or by query 3. NO - scope is used for a segment to switch between business unit or entire organization. it says nothing about dynamic or static.

First could be No, since Dynamics 365 Marketing is removing outbound marketing and some of the functionalities will be moved to real-time, so not sure if this will be moved. I still have Outbound marketing and it allows me to created segments based on Accounts, leads, and contacts.

YES, YES, NO Depending on where you create a segment in marketing. in real time marketing you can create segment with contacts and leads. In outbound marketing you can create with any table (entity) and that includes Contact, Accounts and leads.

No, Yes, No When creating a segment you chose dynamic or static. That determines if it is static or dynamic. The scope field controls if you see contacts in the query from segment owner business unit or organisation. So last one is No I believe.

Scope in general tab: This setting only appears when business-unit scopes are enabled for your instance. When scopes are enabled, this can have a setting of Business unit or Organization. I think it is NO | YES | YES You cannot include leads or accounts to segments but only contacts. Even if you use filter query for accounts, the tool would select the primary contact for the account. Static segments require that one manually adds members. Depending on the scope of a journey (e.g. one-time vs continuesly) I would decide if a statics or a dynamic segment is required
