Should be A. I tested on my SharePoint Server 2016, then confirmed that whether the user has the term set Group Manager or not, the user cannot configure "Fill-in" choices unless you change the term set Submission Policy to "Open".

Looked at it again. Answer should be A. The term set needs to be set to Open (Submission Policy) first. It's OK with B, Submition Policy by itself don't provide posibility to enter Fill-in. Separate Fill-in option enable required
