You have a SharePoint Server farm that has one web application. The web application contains one site collection. The site collection contains one site. You need to enable managed navigation. What should you do?
A.
From Site Features, activate SharePoint Server Enterprise Site features.
B.
From Site Collection Features, activate SharePoint Server Enterprise Site Collection features.
C.
From Site Features, activate SharePoint Server Publishing.
D.
From Site Collection Features, activate SharePoint Server Publishing Infrastructure.
Answer D, even in the article on the link it's written:
You enable the SharePoint Server Publishing Infrastructure feature on the site collection level.
Before you enable managed navigation, make sure that:
You enable the SharePoint Server Publishing Infrastructure feature on the site collection level.

Not sure of the right one. Actually both C and D are required. SharePoint Server Publishing depends on Publishing infrastructure. Tested that if you don't enable Server Publishing at Site level, Managed Navigation is not shown.
