A is correct, because the item will stay in the site bin as it is not mentioned someone deleted the recycle bin of the site 1: In SharePoint Online, items are retained for 93 days from the time you delete them from their original location. The answer should be C, as the recycle bin reside in site collection and not in the subsite

Correct, when you browse through subsite recycle bin it show recycle bin of site collection.

Closest is Option A. Dakar you are right that Global Admin may not have the site collection admin (SCA) rights for that site, However, with Global Admin rights, you can technically grant yourself the SCA right and then you have access to perform restoration.

Technically none of these answers are correct because the scenario states you are a global admin. Global Admin\SP Admin roles are not given Site Collection Administration access to SPO sites by default, thus you would not be able to perform any of the steps within the site until that access is granted explicitly. Assuming you gave yourself access though, if an item is deleted from a subsite, the file will show up in the site collection administration recycling bin as well, so in that case both A and C are correct.
