This is a VERY confusing question. The only reference that I have found that you can add a retention label to a DLP policy as a condition AT ALL is this short paragraph: https://learn.microsoft.com/en-us/microsoft-365/compliance/retention?view=o365-worldwide#using-a-retention-label-as-a-condition-in-a-dlp-policy The link that it contains and that should provide more information does not do that. And when I try making a DLP policy in my test tenant, I never see retention labels as a possible condition for the "Content contains" criterion. It's just not there - so what sense does this first part of the question make? Thankfully, the second part of the question is straightforward: either of the conditions has to be fulfilled.

It is 100% Exchange Email If you select Exchange Email as a location for your DLP policy then Retention Label won't even appear as an option for 'Content Contains'

As per the MS DLP article, section 'Location support for how content can be defined' the table clearly confirms 'EXO' is not supported refence column 'content can be defied by retention label' https://learn.microsoft.com/en-us/microsoft-365/compliance/retention-settings?view=o365-worldwide. I think answers are; Q1- Exchange Email Q2 - Either a credit card number or the retentionlabel 1 label applied

According to the "Notes" section in https://learn.microsoft.com/en-us/microsoft-365/compliance/retention-settings?view=o365-worldwide#locations, the first answer seems to be correct (Cannot be applied to Onedrive). Second answer is wrong, the "Any of these" operator is an OR, so it is either a credit card or a retention label
