in Standard (D) you can use geo-replication or failover groups. In both cases replication is ASYNCHRONOUS, which means data loss is possible. Premium (A) has zone-redundancy with synchronous replication between zones. No Data loss if one zone (data center) is suddenly down.

No need of Geo-replication as the question is about just a datacenter outage not a zone-outage. In Standard put the DB into an Availability Group. More administrative effort but cheaper solution I vote for D
