You can assign an improvement action to only USER! not a group etc... Each improvement action gives detailed implementation guidance and a link to launch you into the appropriate solution. Improvement actions can be assigned to users in your organization to perform implementation and testing work. You can also store evidence, notes, and record status updates within the improvement action.

For 1 - Only user 1 Assign improvement actions To begin implementation work on an improvement action, you can do the work yourself or assign it to another user. The assigned person could be: A business policy owner An IT implementer Another employee with responsibility to perform the task Once you identify the appropriate assignee, be sure they hold a sufficient Compliance Manager role to perform the work. Then follow the steps below to assign the improvement action: From the improvement actions details page, select Assign action on the left of the screen. The Assign to user flyout pane shows a Suggested people list of users. You can select the user from the list, or type the email address of the person you want to assign it to. Select Assign. The assigned user will receive an email explaining that the improvement action has been assigned to them, with a direct link to the improvement action.

User 1, Group 1, and Group 2 27/27 SSPR (Self-Service Password Reset) does not require an E5 license. SSPR is included in Microsoft 365 and Office 365 subscriptions, including lower-tiered plans such as Microsoft 365 Business Standard and Office 365 E3. Microsoft 365 Groups can be configured to use SSPR (Self-Service Password Reset). In fact, Microsoft 365 Groups inherit the SSPR settings from the underlying Azure Active Directory (Azure AD) tenant. SSPR (Self-Service Password Reset) can also be configured for security groups in Microsoft 365. Like Microsoft 365 Groups, security groups in Microsoft 365 inherit the SSPR settings from the underlying Azure Active Directory (Azure AD) tenant. To enable SSPR for security groups, you need to ensure that SSPR is enabled in your Azure AD tenant and that the appropriate user accounts are registered for SSPR.

Agreed, no limitation on adding Security or 365 Group as the assignment as well as user so it should be: U1, G1, G2 and 27/27 as achieved full compliance

1st one is User1, as improvement action can be assigned as per esabkov explanation. Group1 or 2 could be taken into consideration when it comes to scope of the task.
