Wait a miniute... may it IS A: Instant file initialization skips the zero-writing step and allows SQL Server to use the allocated space immediately. The main benefit is that during restore or file growth functions it will be considerably faster and reduce downtime in case of an emergency.

There is no new file, because there is no new records, only updates on existing data so the answer is Resource governer

Instant file init would only apply if we are using the CREATE DATABASE statement. In other words it only helps when a BRAND NEW FILE is created.

I would have thought A enable instant file initialisation so it doesn't take a long for the data files to expand on disk if the database needs to grow during the import

Also, why disable the resource governor? You may even have the resource governor on and assign more resources as necessary.

There is no expansions because there is no inserts only updates. More likely is answer is Resource governer because maybe some throtliong is set .
