"You need to ensure that when you start Server1, App1 continues to run on Server2" The app is running on Server2 already. We paused server1 and boot it. This means that app will not move to Server1. Is this the best solution I do not think so but it will work. Pause make server1 not accessible for the app.

Biggest question here: Can you pause a node which is down. Its a No for me.

You can pause a sever that is down! https://learn.microsoft.com/en-us/azure-stack/hci/manage/maintain-servers Before either shutting down or restarting a server, you should pause the server and drain (move off) any clustered roles such as VMs running on it. Always pause and drain clustered servers before taking them offline for maintenance

the pause function is intended as a graceful pause, all the nodes and the cluster are aware of an admin trying to pause the node, and the roles will be drained by other nodes; whereas a power outage or a broken node are an unexpected event, the cluster will sense that the server is down and will start migrating roles to other nodes. you cannot pause an offline mode, the menu is grayed out

Tested in the lab: The answer is No. If Server 1 is down, you cannot pause it from the Failover Cluster Manager. When you right-click and select Pause, the options to either Drain Roles or Do Not Drain Roles are grayed out, preventing you from clicking Pause.

Terrible question, no selected preferred owner so unless manual failover is completed or server 2 is shut down the role will stay put. The actions specified are irrelevant
