Shouldn't it be the other way around: Second step: Group the three bookmarks Third step: Change the Bookmark property for the button. Otherwise the group is not available to be chosen in the property.

Correct Order of Actions: Group the three bookmarks → This step organizes the bookmarks you want to include in the navigator and allows you to isolate them from the others. Insert a bookmark navigator → Go to Insert → Buttons → Navigator → Bookmark navigator. This automatically creates a set of buttons linked to your bookmarks. Configure the navigator to use the bookmark group → In the Format pane, under Bookmarks, select the group you created so only those three bookmarks appear in the navigator.

You need to group the bookmarks you want to use first (in bookmarks, shift select your bookmarks, then right click > group) so you will be able to select the group in the bookmark dropdown (properties of the visual)
